CGS is seeking an experienced individual to join our team as a FOIA (Freedom of Information Act) Analyst. You will be responsible for receiving, reviewing, and analyzing new and backlogged FOIA requests for a large federal agency.

Skills and attributes for success
- Receive, review, and analyze new and backlogged Freedom of Information Act (FOIA) requests
- Intake incoming requests and prepare FOIA request folders
- Enter request data in the FOIA tracking database
- Draft response letters and other FOIA correspondence
- Demonstrated experience and knowledge of FOIA rules and regulations; specifically applying exemptions b(4), b(5), and b(6)
- Experience redacting records with trade secret and confidential commercial information
- Communicate and initiate negotiations with requesters, FOIA staff, sponsors (or regulated industry representative), and contractors pertaining to records requested and associated information to be released
- Serve as a liaison with requesters, and on rare occasion, other agencies and appellants, regarding records that may involve more than one (1) agency component/office
- Coordinate searches for responsive documents and identify duplicate records
- Review program records for responsiveness and offer release determinations
- Ensure released materials do not contain information exempted under the applicable exemptions
- Ability to read, write, speak, and understand English
- Ability to work independently
- Regulatory agency experience preferred
- Experience with FOIA tools like FOIA EXPRESS,,
- Experience performing document review in Relativity/edisco preferred
- Legal research and legal writing skills
- Min: Associate Degree
- Preferred: BA/BS

Skills and attributes for success:
- Experience scheduling appointments, meetings, engagements, and conferences
- Experience receiving and reviewing incoming correspondence and forwarding each item to the appropriate staff
- Experience receiving telephone calls and visitors, screening those which can be handled without help
- Experience maintaining legal and general office files
- Experience reviewing, screening, and controlling incoming mail
- Experience searching files for material used in recurring reports. Assembling file data or securing data from staff members into the proper format based on the purpose and nature of the report
- Experience producing written documents utilizing a range of office automation software
- Experience using a variety of applications to search and retrieve information necessary to complete assigned tasks:
- e.g., an internal case management database,
- files located on a shared file network, and
- external sources such as court records
- Experience using established procedures and policies to aid in the preparation of litigation case files and other records to be shipped to an off-site location
- locate and retrieve materials identified as subject to shipment
- record shipment data into an internal case management system
- assemble physical files in boxes for long-term storage
- Must be able to read and follow instructions
- Must be able to understand the task, task objectives, and the context of the task in the litigation support effort as a whole
- Must take the initiative to ask questions when necessary to complete the task correctly (e.g. where instructions are not explicit or appear to be contrary to the task objective)
- Must have typing/keyboarding skills and good communication skills
- Must be a US Citizen
- Must be able to obtain a favorably adjudicated Public Trust Clearance
- Previous Government Experience

- Experience in one of the following disciplines: Information Systems, Information Technology,
- Service desk Institute (HDI) certified as a HDI Support Center Manager with a requirement that individual become HDI Support Center Director certified within 12 months of Task Order Award
- Demonstrated experience re‐engineering or setting up service desks according to industry best practices
- Demonstrated experience obtaining Government management buy‐in for improving the service desk by demonstrating greater Return on Investment
- Demonstrated experience developing and maintaining formal processes and procedures for consistency and increased productivity
- Demonstrated experience implementing methodologies to improve first call resolution, managing customer perceptions, and building strong internal relationships
- Demonstrated experience recommending and implementing appropriate technology and other resources to maximize service desk effectiveness
- Demonstrated experience building and retaining a qualified service desk team through innovative hiring and training and development techniques
- Demonstrated experience implementing innovative staffing and scheduling models for KPI guaranteed coverage at the lowest possible costs
- Demonstrated experience developing a customer care philosophy that ensures customer satisfaction
- Demonstrated experience analyzing service desk performance through various statistical and reporting methods
- Demonstrated experience enhancing the image of the service desk as a front-end support group that advances the IT vision and strategy
- Demonstrated experience managing an incident management system in a performance based environment complying with ITIL V3/V4 standards
